On 10/16/2016, I ordered 32 SATA to PATA IDE Converter adapters over eBay from seller fulllove365.  As expected, a small portion of them were defective & return was filed on 12/4/2016.  The following description was given:

Reason for return Doesn't work or defective
Comments 5 were defective, going to either need replacements or refunds for the defective items.

I received a response on 12/6/2016 (twice):

"Dear Friend, we have refund you We have checked it for your with eBay customer service staff, and now we have seen that the money has been transferred into your paypal successfully, please check your paypal record to confirm that. appreciated you can give us positive feedback more than 4 stars. If any problem, please contact us , we will try our best to help you Have a good time Best regards, "

I then responded to his with a couple of my own:

Don't see refund amount yet (not in PayPal, my bank or any gift cards that may have been used), but I'll keep checking. Provided I see the refund at least in pending status before the 60-day comment period expires (estimated to be on December 15th), I'll provide full stars + positive feedback once it's shows as being processed.

There also hasn't been an email from eBay yet stating that the refund has been issued, so if one has, eBay isn't aware of it yet as this case would have been closed if they were.

I still hadn't seen any progress on the situation by the 9th, so i sent them another message stating that there hadn't been any update on the situation:

Refund still has not been issued... The last day I will have to give you positive feedback on eBay will be Dec. 15th (roughly 5 more days). If the refund is not issued by then, I won't be able to give feedback to your profile on eBay, but I will still have the option to leave the feedback elsewhere on the web if needed. Provided I don't need to have eBay refund the amount, the feedback will be positive; if I have to have eBay process a claim for the refund, that feedback will be negative instead & I won't be purchasing from you again.

The following day, he sent me duplicate messages again, however this time there was an addition to the second message:

Hi, I couldn't do partial refund due to buyer used voucher John There is the ebay supporter`s reply to why we cannot refund you . Doing business is based on truth, and we promise to refund you . I spent probably upwards of an hour of writing a detailed response to him on what I would do if he this turned into a problem where I would not get the money back & using a past experience of a near exact same situation with another seller to point out what happened with that user, but decided not to send it (which was probably a good thing, more on this below) & would just be contacting eBay directly once we hit business hours.

I made a call to eBay on 12/10/2016 trying to get this issue resolved seeing as the seller stated that perhaps I should contact eBay myself.  After I spoke with the eBay Resolution Center rep, she suggested a conference call with Paypal.  Originally this looked like a transfer rather than a conference call, so when I found the wait time to speak to a Paypal rep was going to be 22 minutes, I decided to use the callback function.

While I was waiting for the callback from Paypal, I did some research on this & realized that this was the same seller I had an issue with the last time we purchased these (eawakening) based on the company name & email address given by Paypal on the transaction information.  When I got the callback from Paypal, I explained the situation & that this was supposed to be a conference call, but stated that it turned into a straight transfer (this is what I thought at the time, but later determined that she might have still been on the line when I decided to use the callback feature, so it may or may not have been my fault it was more of a transfer than a conference call).  The Paypal rep stated they needed to get eBay on the line, expecting it was going to be a conference call, but again it just happened to be a straight transfer.

This time I got a representative on the line that was able to get something done, however he needed to escalate the issue to a higher level to get that done.  After I explained the situation (once again) & made it a point to point out that I had been transferred twice already, he escalated the issue to another rep.  Before I was transferred the representative stated was that partial refunds, even when using a gift card should be accepted by Paypal & it appeared the seller had not accepted the partial refund this time around, which was likely retaliation to the fact I left negative feedback on his profile last time (he requested a reversal of that feedback, which I considered until I saw his seller feedback to mine, making it look like I threw negative feedback on his profile without contacting him; this was when I decided I wasn't even going to bother contacting him back).

When I got the 3rd eBay representative (elevated tier) on the line, he was able to get something done.  The refund was issued, but I still need to wait for the ticket to close to make sure it's finalized.  In any case it was confirmed this was a seller with multiple accounts & both accounts have MANY complaints about his almost scamlike activity that can EASILY be found by doing a simple search through any search engine.  For the sake of protection of customers reading this article, I am going to supply information about his company of note on Paypal transactions, as this will help in determining whether you're doing business with this individual & to avoid his claim of getting the issue resolved privately if you cancel the return request through eBay first:

CNMODLE INC (eBay username here)
smallallwinshop99@[censored]

It might be smart if you see this information (email domain censored, however the username of that email address is still displayed), do not purchase from that seller anymore, as sooner or later you are going to run into problems with a product purchased from him resulting in problems trying to get the money back.  I have already discussed this matter with the customer that has had me ordering these for him & stated we need to consider ordering the minimum from sellers (not willing to purchase from this individual anymore, but with him having multiple accounts, it's likely we're going to run into another one of his accounts), until I can verify it's not him by the Paypal transaction information, at which point we can order large amounts if it's not this little scumbag selling them.

At this point I am again considering leaving negative feedback on this account, however I know how he'll respond to it, so I'll have to figure out how to word it so he can't give a turnaround response in 80 characters or less & I expect providing a link to an offsite review to avoid the character limitation won't be accepted by eBay...

UPDATE:  On 1/24/2017, I was putting some more orders through eBay when a requested item was from this user again.  Last time I noticed the seller & had to remind the person requesting the purchase that we weren't purchasing from him anymore, this time I didn't notice it & was greeted with the following message when I attempted to add it to the cart:

This appears to be manipulation of the system, as there's no legitimate requirement here, he's just mad I had to file claims on 2 of his accounts because he wasn't complying with Paypal's refund policy.  I can't remember if I left him negative feedback or not, but I was unable to find any left when I went through my purchase history, so either he got it removed through complaint to eBay (resulting in the block) or I never left any because it was the same lowlife that tried to rip me off before through eBay account eawakening.

Sure the block may annoy me a bit, but in all honesty, it works in my favor.  I wouldn't have purchased from him anyways when I noticed who the seller was, so this just saves the hassle of accidentally pushing through an order to this lowlife.  Doesn't look like the block happened on his other account, so I'm expecting he hasn't blocked me on any of his other accounts yet, although I wish he had, as that saves me the trouble of putting through an order on one of the likely many other accounts he has on eBay, which is one reason why I've been checking my Paypal status afterwards & I intend on immediately canceling the order if I find it has the same information (company & email address) as his last two accounts where he tried to pull a fast one.

I ended up prewriting a statement of cancellation including the details over the last two accounts the following day, in case I notice a Paypal transaction with the same information as the other two accounts so I can quickly cancel the order without spending additional time to get the details ready & lose my windows to cancel the order.  Although I expect he might cancel it himself, though that would be in my favor as far as my funds are concerned, but I have to wonder what bullshit he's going to tell eBay & how it's going to effect my account; the majority of my personal purchases have been from Half.com rather than eBay however, eBay purchases have mainly been middleman orders for quite some time.

It should be noted that this individual has multiple eBay accounts.  So far the following accounts have been confirmed to be owned by him from Paypal transaction information:
